Building on insights from SIM mapping workshops across jurisdictions, this segment will highlight key themes that consistently emerge at the statewide level. These shared topics, often complex and cross-cutting, provide important context for the day’s discussions. Participants will be guided on how to bring these broader themes into their focus groups in ways that encourage practical thinking and forward momentum. This framing is intended to help focus group conversations stay grounded, productive, and oriented toward solutions, while still acknowledging the complexity of the issues at hand.

Intercepts 0-1 Focus Group

This focus group session will explore intercepts 0 and 1, focusing on the critical role of community-based services, crisis response systems, and law enforcement in supporting individuals before deeper involvement in the justice system occurs. Facilitators will guide participants through a discussion on current practices, emerging challenges, and opportunities to strengthen early intervention, diversion, and deflection efforts. Discussion topics will include behavioral health and recovery supports, housing and social service connections, crisis response pathways such as 988, hotlines, and mobile crisis teams, crisis stabilization and hospital services, substance use diversion and harm reduction strategies, emergency communications and dispatch practices, specialized law enforcement responses, and cross-system collaboration.

Facilitators will guide participants through a discussion on current practices, challenges, and opportunities to improve identification, treatment, and support for individuals involved in these systems. Discussion topics may include behavioral health screening and assessment practices, pretrial services and diversion opportunities, court-ordered treatment and competency evaluations, specialty court programs, jail-based behavioral health and substance use treatment services, medication for addiction treatment, correctional staff training, and opportunities to strengthen collaboration among courts, detention facilities, behavioral health providers, Veterans services, and community partners.

Discussion topics may include transition planning and coordination, in-reach and reentry services, medication continuity and behavioral health treatment access, case management and care coordination, probation and parole practices, specialized supervision strategies, housing and transportation supports, employment and workforce development resources, benefits access, Veteran-specific services, and opportunities to strengthen collaboration among correctional agencies, behavioral health providers, community organizations, and other reentry partners.
