MARIE ROSE ALAM has been the Chief Executive Officer at Spring Grove Hospital Center
since 2022 after having been Chief Medical Officer since 2018. She has also been a
psychiatric consultant at Baltimore Crisis Response, Inc (BCRI) since 2015. She previously
worked as lead psychiatrist at the Maryland Correctional Institution for Women (MCIW) and
was a forensic evaluator at Spring Grove, conducting both competency to stand trial and
criminal responsibility evaluations. She has experience in a multitude of psychiatric settings,
including inpatient units, emergency departments, outpatient clinics, jails, prisons, court
clinics, assertive community treatment, and forensic psychiatry consultation. Dr. Alam has
expertise and extensive experience in assessing different types of decision-making
capacities in the medical setting, including the capacities to consent to organ donation and
to receive organ transplantation, as well as other high risk medical procedures.
Dr. Alam received a Bachelor of Science in Biochemistry and a Bachelor of Art in Spanish
Language and Literature from the University of Maryland, College Park, receiving University
Honors and Gemstone Citations for her collaborative thesis: Policy and Ethics in the Human
Genome Project, focusing on the practical uses of genetic testing, and the legal and ethical
aspects of genetic information sharing. She attended medical school at the University of
Maryland School of Medicine and completed psychiatry residency training at Georgetown
University, where her senior project focused on mental health parity laws and continued
disparities between general medical vs. psychiatric treatment. She completed a Forensic
Psychiatry fellowship at the University of Maryland School of Medicine, during which she
completed numerous competency to stand trial and criminal responsibility evaluations at
Clifton T. Perkins Hospital Center and was a member of the University of Maryland Medical
Center's Ethical Advisory Committee. Dr. Alam completed a Consultation-Liaison Psychiatry
Fellowship at Johns Hopkins University, honing her expertise in assessing and treating
patients with comorbid psychiatric and general medical conditions.
She is board certified by the American Board of Psychiatry and Neurology (ABPN) in general
psychiatry and in two psychiatric subspecialties: forensic psychiatry and consultation-liaison
psychiatry (formerly called psychosomatic medicine). Dr. Alam has a long-standing interest
in teaching, engaging in various teaching activities for the last 20 years. She is currently an
adjunct assistant professor for the University of Maryland School of Medicine and is a Clinical
Assistant Professor at Georgetown University, where she runs the psychiatry residency
training program's forensic psychiatry didactics curriculum. Dr. Alam is the Director of
Medical Student Education at Spring Grove. She is also the Chair of the Behavioral Health
Division of The Healthcare Council, a healthcare membership organization promoting
collaboration and quality healthcare among member organizations through educational
programing.
