About me
James Rhoden is the Director of the Centers of Excellence within Maryland's Governor's Office of Crime Prevention and Policy (GOCPP), where he oversees the Crisis Intervention Team (CIT) Center of Excellence, the Behavioral Health and Public Safety Center of Excellence, and Maryland's Byrne State Crisis Intervention Program (BSCIP). He leads statewide initiatives focused on Crisis Intervention Team (CIT) best practices, Sequential Intercept Model (SIM) mapping, and strengthening collaboration across the behavioral health, public safety, and judicial systems to expand diversion and treatment opportunities and improve outcomes for individuals experiencing behavioral health crises.
With more than 33 years of experience in law enforcement, behavioral health, and program management, James has been instrumental in advancing cross-system collaboration throughout Maryland. He holds bachelor's and master's degrees in Management from Johns Hopkins University and resides in Harford County with his family.
